NOTICE TO BIDDERS

SEALED BIDS will be received by the Village Administrator, 25 North Second Street, Village of Waterville, Ohio 43566, until 10:00 AM (local time) on May 19, 2011, for the performance of all labor and the furnishing of all materials, tools, machinery and appliances necessary for the construction of the “LUC-64-1.30, ODOT PID No. 86631”  in accordance with the Plans and Contract Documents prepared by Proudfoot Associates, and at that time be publicly opened and read aloud.  All bids shall be signed and enclosed in a sealed envelope marked “LUC-64-1.30, ODOT PID No. 86631”, and addressed to the Village Administrator.  Each bid shall contain the name of each person, firm or corporation interested in same and must be accompanied by either a bid bond to the satisfaction of the Village Administrator, or a certified check on a solvent bank, in the amount of ten percent (10%) of the amount of the Bid, made payable to the Village of Waterville, as a guarantee that if the Bid is accepted, a Contract will be entered into and its performance properly secured.

 This project consists of widening and resurfacing the intersection of State Route 64 and Waterville-Monclova Road for left-turn lanes; installing curbs and gutters, new drainage facilities; traffic signal reconstruction; installing signing, pavement markings and drive aprons; new sidewalks and shared use path; and associated work.

 This project is classified as a Local Public Agency project with the Village of Waterville Administering the project and the Ohio Department of Transportation providing project oversight.  All Contractors must be ODOT Prequalified.

The DBE Goal is 9 percent.

 The Plans and Contract Documents may be obtained from the office of Proudfoot Associates, 5360 Heatherdowns Boulevard, Toledo, Ohio, 43614, upon non-refundable payment of $100.00.  Plans and Contract Documents will also be on file at the Plan Room of Builders Exchange, 5555 Airport Highway, Suite 140, Toledo, OH  43615.

 Bidders must comply with the prevailing wage rates pursuant to the Davis-Bacon Act.

 Bidders shall submit with this Bid the Affidavit in compliance with Ohio Revised Code Section 3517.13 (Pages CC-1 to CC-4 of the Contract Documents) and shall certify compliance where indicated under the Federal and State Requirements Section of the Contract Documents.

 Bids received after the scheduled Bid opening date and time, or not accompanied by a satisfactory Bid Bond or Check, will neither be read nor considered.

 The successful bidder will be required to submit a Performance Bond, Maintenance Bond, and Certificates of Insurance, and complete Homeland Security Declaration prior to contract execution.

 The Village of Waterville reserves the right to reject any or all Bids and to award the project to the lowest and best bidder.  The City also reserves the right to add or subtract from the quantities shown in the proposal.

 No bidder may withdraw his Bid for a period of sixty (60) days after the scheduled closing time for receipt of Bids.
